TERMS AND CONDITIONS FOR INCLUSION IN WORLD RUGBY GOGGLES LAW TRIAL

I wish to participate in the Law Trial as described below and I agree to the terms and conditions set out below. Where I am a parent/guardian applying on behalf of a minor, I agree to the terms and conditions as the parent/guardian of a child who seeks to participate in the Law Trial and references to “I/me/my” or similar shall be read as references to the child in question as appropriate.

  1. I acknowledge that World Rugby has approved a trial permitting the use of goggles in Rugby Union which otherwise do not conform with Law 4.4(c) (available on laws.worldrugby.org) ("Law Trial") but which have been approved by World Rugby for use in the Law Trial ("Rugby Goggles") and that my Union (being the governing body for Rugby Union in my country) has agreed to persons from its territory participating in the Law Trial. I am seeking to participate in the Law Trial in accordance with these Terms and Conditions and accordingly purchase a pair of the Rugby Goggles at my cost.
  2. I acknowledge that only persons who (i) require glasses/spectacles in order to play Rugby Union; or (ii) have a chronic eye deficiency/debilitation; and (iii) have appropriate medical certification from an ophthalmologist or similar confirming the necessity to wear Rugby Goggles; are eligible to participate in the Law Trial and that I am eligible accordingly. I shall provide such certification upon request to World Rugby, my Union, and/or any Match Official and accept that World Rugby and/or my Union have discretion to accept or reject me from inclusion in the Law Trial at any time and/or to request further medical certification should it or they consider it to be appropriate. I also accept that failure to produce the medical certification and/or Rugby Goggles approved for use in the Law Trial and in good condition may result in a Match Official not permitting the Rugby Goggles to be used. I accept that World Rugby Law 4.4(h) continues to apply notwithstanding the Law Trial and that Match Officials have full discretion in this regard. I also acknowledge that the Rugby Goggles are intended for the medical purposes noted above only and not as an item of protective clothing.
  3. I acknowledge that the Rugby Goggles have been tested in accordance with certain criteria as set out in Appendix A and that the object of the Law Trial is to test the Rugby Goggles in the field to ascertain whether they are safe for use by players in Rugby Union which may lead to a potential alteration of World Rugby Law 4.4(c). I also acknowledge that in addition to purchasing the Rugby Goggles it is my responsibility to ensure that the Rugby Goggles are correctly fitted with appropriate plastic corrective lenses as I may require at my cost and that the Rugby Goggles appropriately fit me prior to use in accordance with the manufacturer's instructions which I shall read in full and comply with. I accept all and any risks which may arise through my participation in the Law Trial and use of the Rugby Goggles in Rugby Union.
  4. I accept that I shall have no claim against World Rugby and/or any of its associated entities including their officers, employees, agents and/or representatives and the officers, employees, agents and/or representatives of its associated entities and shall hold same harmless in respect of any direct or consequential loss (which expression shall include, but not be limited to, loss of profits and/or anticipated profits, loss of anticipated savings and/or all other economic loss and/or loss of reputation), claim, cause of action, demand and/or liability, including without limitation arising directly or indirectly as a result of any third party action, in relation to any injury and/or incident and/or other matter connected with participation in the Law Trial and/or the wearing and/or use of Rugby Goggles whether by me or any other person.
  5. I agree to participate fully in the Law Trial including providing all such information as is requested by World Rugby and/or any entity on its behalf. I acknowledge that in order to participate in the Law Trial I will be providing data to World Rugby about me as described in paragraph 5(a)-(e) below (“Personal Data”). I acknowledge that the Personal Data will be collected, stored and used in the following ways:
    1. The information submitted to create a World Rugby Passport which is necessary to participate in the Law Trial shall be held in accordance with the World Rugby Passport Terms and Conditions which can be found at: http://passport.worldrugby.org/index.php?page=terms
    2. The information submitted in Section 1 of the Application Form (“Personal Information”) shall be correlated with my World Rugby Passport profile information and shall be stored securely by World Rugby in accordance with its privacy policy which can be found at: http://passport.worldrugby.org/index.php?page=privacy The information shall be used in order to monitor the demographic of players using Rugby Goggles and may be used to make contact with you for feedback on your experience with Rugby Goggles.
    3. The information submitted in Section 2 of the Application Form (“Medical Information”) shall be stored securely by World Rugby’s resource production partner, Sport Development, and shall not be made available to World Rugby other than in anonymised form. The information shall be stored by Sport Development in a manner which meets the standards of World Rugby’s privacy policy referred to at paragraph 5(b) above. The information shall be used to monitor the ophthalmic conditions of those players choosing to wear Rugby Goggles.
    4. The information submitted in Section 1 of the Feedback Form shall be correlated with my World Rugby Passport profile information and shall be stored securely by World Rugby in accordance with its privacy policy which can be found at: http://passport.worldrugby.org/index.php?page=privacy The information shall be used to monitor the performance and to ascertain the suitability of the design of the Rugby Goggles.
    5. The information submitted in Section 2 of the Feedback Form shall be stored securely by World Rugby’s resource production partner, Sport Development, and shall not be made available to World Rugby other than in anonymised form. The information shall be stored by Sport Development in a manner which meets the standards of World Rugby’s privacy policy referred to at paragraph 5(b) above. The information shall be used by Sport Development to provide feedback to World Rugby, in an anonymised way, on the performance of the Rugby Goggles.
  6. I provide my full consent to my Personal Data being held, received, stored and compiled in accordance with paragraph 5 above. I provide my full consent to the information described at paragraph 5 (a), 5 (b) and 5 (d) above being shared with entities associated with World Rugby for the purposes of monitoring and developing the Law Trial. I consent to the Personal Data being used in the aforementioned ways both inside and outside of my country of residence and the European Economic Area and, appropriately anonymised, being included in reports which may be made public and I further grant full ownership and title free of charge to World Rugby.
  7. These Terms and Conditions shall be interpreted in accordance with English law and subject to the jurisdiction of the English courts.

Appendix A

The tests below have been devised by World Rugby in conjunction with an expert test institute (Certottica srl) to assess the suitability of the Rugby Goggles for use in Rugby Union. The validity of the testing applied will be assessed as part of the Law Trial.

In addition to the formal tests specified below, a number of informal field tests have been carried out within the following parameters: anti-fogging, resistance to abrasion and field of vision. It is anticipated that formal tests will be devised for including in the specification in the future.

Standard Performance Specification for Rugby Goggles

1 Requirements
1.1 Ergonomics
Rugby Goggles shall be designed and constructed so that all normal playing movements can be carried out without hindrance or discomfort. Rugby Goggles shall be free from projections, sharp edges or other defects which are likely to cause discomfort or injury to the wearer or any other players during use. The Rugby Goggles shall be designed so that they can be worn comfortably with padded headgear ensuring that the retention system is covered by the headgear.
1.2 Construction
1.2.1 Materials
It is the manufacturer’s responsibility that all materials used should not be adversely affected by water, dirt, perspiration, toiletries, household soaps and detergents. All materials coming into contact with the wearer’s body will not be of the type known to cause skin disorders and shall not cause abrasion of either the wearer or other players.
1.2.2 Padding Materials
Any padding materials used in the manufacture of the Rugby Goggles must be for the purpose of comfort and not for protection from impact for the wearer. Padding materials must be waterproof and allow for regular cleaning without becoming unfit for purpose.
1.2.3 Finish
All edges shall be smooth and rounded
1.3 Design
1.3.1 Zone of Coverage
The shortest distance between the nose bridge and the top edge of the Rugby Goggles shall be 50-55mm. The top edge shall be straight with the area covered above both eyes being equal. No part of the Rugby Goggles shall protect any part of the nose below the bridge. The bottom edges of the ocular shall not extend below the wearer’s cheekbones. The minimum area covered by the Rugby Goggles is that enclosed by the points A,B,C & D in Figure 1.
1.3.2 Retention System
The retention system should be attached so that the Rugby Goggles remain in their normal position during play. If a headband is used, it should be affixed to both sides of the Rugby Goggles and pass around the back of the head. The minimum width of the strap shall be 30mm. Buckles or similar hard fixings that may be reasonably expected to cause injury may not be used. Rubber buttons or Velcro® type fixing materials are acceptable. If the strap covers the ears consideration for ensuring that the player’s hearing is not affected must be made. Any retention system used should be adjustable or self-adjusting.
1.3.3 Field of Vision
The Field of Vision shall allow the wearer adequate peripheral vision.
1.3.4 Ventilation
It is the manufacturer’s responsibility to provide for adequate ventilation in the goggle design.
1.4 Performance Requirements
1.4.1 Protection against High Speed Particles
Rugby Goggles shall withstand the impact of a 6mm nominal diameter steel ball with a minimum mass of 0.86g, striking the ocular at a speed of 120m/s. In addition, the Rugby Goggles shall withstand the impact of a 22mm nominal diameter steel ball with a minimum mass of 43g striking the ocular at a speed of 5.1m/s.

The tests shall be performed as per Section 2.2 and the following defects shall not occur:
  • Fracture of the ocular: a fracture shall have occurred if the ocular cracks, through its entire thickness into two or more pieces or material becomes detached from the surface away from the one struck by the ball, or if the ball passes through the ocular.
  • Deformation of the ocular: deformation shall be considered to have occurred if a mark appears on the white paper on the opposite side to that struck by the ball
  • Housing or Frame failure: failure shall be considered to have occurred if it separates into two or more pieces, or if the ball passes through the housing or the frame
For Rugby Goggles that constitute more than one piece, failure shall also be considered if the component parts become separated.
2 Test Methods and Procedures – Rugby Goggles
2.1 Head-forms
There are two sizes of reference head-form that should be used. The medium head-form approximates a 50th percentile adult male. The small head-form approximates a 60th percentile, 12 year old child. The nominal dimensions are shown in Table 1. The constructional details are given below and in the notes to the figure.

Where reference is made to a head-form within this Appendix A, the size of head-form (medium or small) to be used, shall be that which is appropriate to the goggle being assessed. Unless otherwise specified by the manufacturer of the Rugby Goggles, the medium size head-form shall be used.

The appropriateness of the head form specified for the goggle shall be confirmed by the test house. All tests on the Rugby Goggles shall be performed using only the one size of head-form selected.

Each head-form is available constructed in three materials:
  • cast epoxy resin, inscribed with the areas to be protected;
  • all aluminium;
  • an internal core covered by a nominal 12 mm thick layer of polyurethane of hardness (50 ± 5) IRHD.

All dimensions which are horizontal and are from the front of the head-form to the rear of the head-form are parallel to a line from the tragion to the sub-orbital.

The points marked * are the impact centres specified for the increased robustness and high speed particle tests.

2.2 Test Methods for Protection against High Speed Particles
2.2.1 Principle
The Rugby Goggles are mounted on the test head-form. For each test, a steel ball is projected at different areas of the Rugby Goggles. The Rugby Goggles shall pass the test if none of the defects listed in Section 1.4.1 are detected, and if Rugby Goggles that comprise multiple parts do not separate during the test.
2.2.2 Apparatus
The apparatus for the impact attenuation test shall consist of the following (also see Figure 1):
Projecting Device – The device shall be capable of projecting:
  • a 22mm nominal diameter steel ball of 43g minimum mass at 5.1 m/s and
  • a 6mm nominal diameter steel ball of 0.86g minimum mass at 120 m/s
  • at a specified point on the eye protector. Two separate apparatus for each requirement may be used.
2.2.3 Procedure
The eye protector to be tested shall be placed on the appropriate head-form in the position corresponding to normal use.

A sheet of carbon paper on top of a sheet of white paper is attached to the head-form behind the Rugby Goggles. The head-form and Rugby Goggles assembly is positioned in the test apparatus.

For each individual test the ball is projected at the points of impact defined in Figure 1.

New eye-protectors shall be used for each individual point of impact.

The impacts are carried out at an ambient temperature of (23 ± 5) °C.
2.2.4 Points of Impact
There are five impact points, and these are defined with respect to the head-form rather than the Rugby Goggles. The ball is aimed at these impact points with the Rugby Goggles mounted in the normal use position.

The impact points shall be considered as any single point within a 10mm radius of one of five impact centres. These impact centres are denoted by an asterisk (*) in Figure 1.

The five impact points are defined as follows and must impact the Rugby Goggles on the ocular surface, otherwise the closest point on the ocular surface should be used:
  • the left eye frontal
  • the right eye frontal
  • the centre of the Rugby Goggles – a point mid-distance between the eyes and half way (± 10 mm) between the nose bridge and the upper edge of the ocular.
  • the left eye side
  • the right eye side
  • For frontal impacts the ball is projected normal to the vertical axis of the head-form and parallel to its optical axis along each line of sight.

    For lateral impacts the head-form is rotated about its vertical axis by 90° (left and right) from the frontal impact position.

    For this test, the polyurethane covered head-form, or other head-form known or demonstrated to provide equivalent results, shall be used.
