Has there been a ruling on the Italians and not commiting to the ruck? I noticed during the match that Sir was really confused and I have read a few articles. Yet, there is no offical word. The tactic looked very wise. I might apply it here in the states seeing there is no rule against it.

No ruling to date. There is a closed Law trial being conducted at present whereby "a Ruck commences when at least one player is on their feet and over the ball which is on the ground (Tackler & tackled player). At this point the offside line is created."
