Just had a referee tell my U-19 locks that they could not bind threw the legs of their prop. Cited no Crutch Binding. Can anyone explain what crutch binding is?

Have a look at the australian U19 law variations concerning 20.3(f).

That variation is valid in Australia whereas general World Rugby Laws allow that type of binding. This includes the WR Under 19 Variations.

In England there has been an equal variation concerning lock binding for U13 games.
